Cold Snap Vortex Occultist Gear, Jewels & Flasks
SUMMARY – TL;DR
Cap your Elemental Resistances and get the attributes your gems require to make sure you can use them all. The pieces should be Rare with high Energy Shield, and of course any lacking Attributes/Resistances. If you are able to get Elemental, Spell Damage, or Damage over Time on any of the Rare slots (such as Shaper or Hunter-influenced Gloves), this can be a great addition.
My quick list recommended approach for this build would then be:

ARMOUR PIECES
A lot of the higher budget examples can either be purchased or crafted, and when crafted I would strongly suggest utilizing Craft of Exile to determine the cheapest approach to crafting the desired items.
Since most items in this build are Rare, the main focus will be to have as much Energy Shield as possible and sort any Attributes & Resistances as needed to reach the desired caps. However, with that said, there are some juicy choices one can take to increase the build’s efficiency, although it does come with a higher price tag.
Helmet
In this slot, like most of your other slots, you are looking to get as much Energy Shield as you can get, as this is your main source of effective health. After this, just focus on sorting Resistances & Attributes based on your needs.
BODY ARMOUR
Again, as with your Helmet, the higher the Energy Shield you can get, the better. After this, just focus on sorting Resistances & Attributes based on your needs.
GLOVES
This is yet another slot where you want as much Energy Shield as you can get. Focus on Resistances & Attributes, based on your needs, after that. You can purchase a pair of Shaper or Hunter-influenced pair of Gloves with increased Cold Damage over time for a bit more currency!
BOOTS
Movement speed would be the modifier I’d focus on here, besides the Energy Shield. After this just focus on sorting Resistances & Attributes, based on your needs.
BELT
This is yet another slot where you want to get as much Energy Shield as possible, after which you will want to sort out your Resistances & Attributes, as needed.
ACCESSORIES
AMULET
In this slot, aside from high Energy Shield and Attributes/Resistances, you can also look look to spend more currency on equipping a “+1 to Level of all Intelligence Skill Gems” Hunter-influenced amulet for more damage.
The anoint you want is Tranquility for higher budget, and Prodigal Perfection for lower budget.
RINGS
Energy Shield is the main thing you are looking for here as well, after which you will want to focus on sorting Resistances & Attributes, based on your needs.
To further enhance your survival vs bosses, you can bench craft the modifier “#% faster start of Energy Shield Recharge”, which reduces the time it takes before your ES Recharge starts, which is the time it takes from you not having full ES to when the Recharge kicks in, which keeps recharging for 4 seconds thanks to Wicked Ward no matter if you take damage after it started or not.
WEAPON
Cold Damage, Spell Damage, Elemental Damage, Damage over Time, or most variations of these modifiers are the stats you’ll want on the weapon. Preferably you want Cold Damage over Time Multiplier as it is a multiplicative modifier compared to the additive modifiers saying “increased damage”. As mentioned before, you’ll want the bench craft “Trigger Socketed Spell When You Use a Skill” on here to automate the trigger links.
SHIELD
The higher the Energy Shield you can get, the better, as it is your main source of effective health. After this, just focus on sorting Resistances & Attributes based on your needs.
FLASKS
Flask set-ups are almost always a matter of personal taste when it comes to what utility flasks to use. However, I will list the set-up I’ve been using for a smooth play experience. 3 | Granite Flask | Further helps your damage mitigation, strongly recommended to have removal of bleed effects here |
4 | Jade Flask | The Jade flask provides some Evasion |
5 | Quicksilver Flask | When you pop your Vaal Cold Snap, you’ll want to move as fast as you can through as many enemies as possible; this is the key solution to that |
JEWELS
Energy Shield is the main priority, however any modifiers increasing your Damage over Time for your Vortex are desirable outside of the ES.
For Unique jewels, we can make good use of Energy From Within in the spot right next to the Melding node to further increase your Energy Shield from the tree.
