Velyna's Tornado Inquisitor (PoE Settlers of Kalguur 3.25)
Introduction
Harness the elements and unleash them to seek and destroy! Added in patch 3.24, transfigured gems gave us Tornado of Elemental Turbulence. This physical-based spell converts to a random element each cast, sending out a tornado that will chase any nearby enemies. The result is a relaxed playstyle with high mobility and safety.
Overview
Pros
✔️ No Aiming Required! – The tornados do all the work, we just cast them.
✔️ Highly Mobile – No need to stand still, dodge enemy attacks easily.
Cons
❌ Squishy before Uber Lab – Our defenses require a few things to come online fully.
❌ Scaling can be awkward – We cannot use cast speed (beyond a point), elemental penetration, or conversion, to scale our damage.
How Does it Play?
Throw out a few tornados, move, repeat. This playstyle is very relaxed and works perfectly with the Inquisitor needing to stand still every 4 seconds to proc its regen. The tornados roll directly through packs of mobs making it great for mapping.
Damage and Defensive Scaling
Since we are Inquisitor, we want to scale crit and avoid elemental penetration. Tornado has all 3 elemental tags plus physical and scales well with gem level. Spell, AoE, and generic elemental damage also work, but specific elements should be avoided since the tornado is random. Because you can only have 3 tornados active, cast speed is very important until maintaining 3 feels easy, after which it loses value rapidly. Some generic physical damage increases work for us, if they don’t specify with attacks or melee. Flat added damage to spells also works.
Defensively the build uses Petrified Blood to change some damage from hits into damage over time, which we then split between our life and energy shield using Corrupted Soul. We also have capped block and spell block using Glancing Blows and Aegis Aurora. In the early maps phase you may feel a bit squishy, especially before uber lab, but that goes away as more defensive layers come online.

Using Path of Building
My guides are made using Path of Building, and it’s also how I recommend people view them.
You can find it here: - Path of Building -
The build links in this guide will open on Pobb.in, a browser-based version of PoB.
I recommend you import that URL directly into PoB, as pobb.in doesn’t give all the same info.
Each build contains multiple setups for leaguestart through endgame, make sure you have the appropriate tree, skills, and gear selected for your current situation.
Just look for the dropdown menus containing green text.
